One of the Cult of Skaro who, after the battle of Canary Wharf, escaped back in time with the other members of the Cult, arriving in the New York on the 1930s.
There, he sacrificed parts of his outer casing, enabling the Cult’s Leader, Dalek Sec to conduct experiments to find new ways of creating stronger, more powerful Daleks in an attempt to rebuild a Dalek army.
